Uncovering the P3-TGAI Corruption Scandal: Is Madura Plagued by a Hundred-Billion-Rupiah Fictitious Project?

Following the shocking corruption case involving the Self-Help Housing Stimulant Assistance (BSPS) program, the public has once again been startled by allegations of a much larger and more organized corruption scandal. In the East Java region, particularly in Madura and the Sumenep Regency, suspicions of fund misappropriation have emerged within the P3-TGAI (Acceleration of Water Use and Irrigation Improvement) program. This initiative, which was intended to improve agricultural infrastructure, is now allegedly a prime opportunity for corrupt officials to systematically embezzle public funds, ultimately causing widespread harm to the community.

The Modus Operandi: A Systematic Fund Cut of Up to 70%

Initial investigations, along with testimony from a key witness—a village head—have revealed a highly systematic modus operandi. The village head explained that out of a total budget of IDR 150 million allocated for his village’s project, he was only able to use IDR 57.5 million, or approximately 38% of the total budget ceiling. The remaining IDR 92.5 million was systematically diverted to various “unclear posts.”

The village head detailed the forced payments he had to make:

  • IDR 78 million to an individual with the initials H.R.
  • IDR 10 million to the program’s assistant.
  • IDR 2.5 million for legal/corporate fees.
  • IDR 2 million for travel expenses to Surabaya.

“I had to go into debt to complete this project because the funds were cut at the beginning,” lamented the village head. This condition forced the projects to be completed carelessly and far below the set technical standards, directly impacting the quality of the infrastructure, which failed to perform optimally.

Alleged Perpetrator H.R. and Connection to the BSPS Scandal

One of the most surprising facts is the alleged involvement of the individual with the initials H.R. This person is suspected of being a long-time player who was also implicated in the BSPS corruption scandal in Sumenep. This suggests the existence of a structured syndicate that exploits government programs for personal gain. According to the witness, he has strong evidence, including voice recordings, conversations, and documents that can substantiate H.R.’s involvement.

This issue is not isolated to a single village. In several other villages, the funds actually used for the projects amounted to only about 45% of the allocated budget. This explains why many P3-TGAI projects have experienced damage and malfunctioned shortly after completion.

The Public as Victims: A Call for Law Enforcement to Act

Badrul Aini from GARDASATU Jatim expressed his concern, stating he felt sorry for the village heads who became victims, forced to take on debt and produce substandard work simply because a significant portion of the project funds was taken upfront. “How can the results be good if there’s already a project fee of 60-70%? They become victims just because they want to build their village,” he asserted.

This scandal not only causes financial loss to the state but also betrays the public’s trust and expectations regarding development programs. As a result, the community and various parties are urging law enforcement, both at the Prosecutor’s Office and the Police, to take immediate action. A thorough investigation and the prosecution of the perpetrators are the only ways to restore public trust and serve as a deterrent. Otherwise, the “foul stench” of this corruption scandal is feared to continue spreading and undermining other development programs.
